The correct choice is determined by where the radio will transmit, not where the seller is located and not where the package will be shipped. RadioMaster currently lists separate Boxer variants for FCC and LBT, including separate ELRS/FCC and ELRS/LBT SKUs.

If you are in the United States and the listing presents a simple FCC versus LBT choice, FCC is the straightforward selection. There is no buyer advantage in ordering LBT for U.S. use. Its purpose is compliance with a different regional radio framework.
What FCC and LBT Actually Change
On the Boxer ELRS model, FCC and LBT identify the ExpressLRS regulatory domain installed on the internal 2.4 GHz transmitter module. They do not change the case, gimbals, switches, EdgeTX interface, screen, battery compartment, or basic programming features.
RadioMaster says the FCC Boxer ships with ExpressLRS ISM firmware. The LBT version ships with the ExpressLRS EU CE domain firmware, which implements Listen Before Talk behavior and is limited to 100 mW output on this model. ExpressLRS documentation likewise lists separate Regulatory_Domain_ISM_2400 and Regulatory_Domain_EU_CE_2400 firmware options and states that its EU domains are LBT compliant.

Do not treat FCC as a range upgrade.
The higher settings available in an FCC configuration can increase power consumption and transmitter heat, and they do not fix poor antennas, blocked line of sight, a weak video link, or an incorrectly installed receiver. FCC vs LBT Is Separate From ELRS vs 4-in-1
This is the most important Amazon-listing detail after the region. RadioMaster sells the Boxer with different internal RF options, including ExpressLRS, 4-in-1, and CC2500. The FCC/LBT label does not turn a 4-in-1 Boxer into an ExpressLRS radio.
If your drones use modern 2.4 GHz ELRS receivers, the variation should explicitly say ELRS/FCC or ELRS/LBT. A 4-in-1 version is intended for multiple legacy and proprietary protocols supported by the multiprotocol module. It can still use an external ELRS module in its JR-compatible bay, but that adds another component and is unnecessary if your goal is a Boxer with built-in ELRS.

Choose the Correct Boxer Variation
Before ordering, confirm ELRS, the correct regional domain, your preferred stick mode, and whether batteries are included.
Will FCC and LBT ExpressLRS Equipment Bind Together?
Do not expect an FCC-domain transmitter and an LBT-domain receiver to bind or stay synchronized. ExpressLRS states that transmitter and receiver firmware options must match for synchronization and binding. The regulatory domain is one of those mandatory options.
A matching binding phrase does not override a domain mismatch. Likewise, matching FCC or LBT domains does not fix every binding problem. The transmitter and receiver should also use compatible ExpressLRS major firmware versions, the correct device targets, and the same binding phrase when one is configured.
If a new Boxer will not bind
- Confirm the Boxer is the internal 2.4 GHz ELRS version, not 4-in-1 or CC2500.
- Confirm the aircraft receiver is 2.4 GHz ExpressLRS.
- Check the regulatory domain on both the transmitter module and receiver.
- Check that both devices use compatible ExpressLRS major firmware.
- Verify the binding phrase exactly, or use the documented manual binding procedure.
- After binding, perform a range and failsafe check before flight.
The practical lesson is simple: choose the right regional Boxer at purchase, then keep every receiver in that fleet on the same lawful domain. That makes future setup much less confusing.
Can You Change a Boxer From FCC to LBT Later?
ExpressLRS firmware can be rebuilt and flashed with a different regulatory-domain option. The official RadioMaster-internal-module instructions list the Boxer target and require the user to select the domain appropriate for the country where the radio will be used.
That technical capability should be treated as a configuration and relocation tool, not as a reason to buy the wrong SKU intentionally. Reflashing changes the ExpressLRS firmware domain, but it does not automatically answer product certification, labeling, importer, or local operating requirements. When possible, buy the version intended for your market.
If you legitimately change domains because the equipment will be operated in another jurisdiction, update the transmitter and every affected receiver. Otherwise the aircraft may stop binding even though the radio itself appears to work normally.
EdgeTX and ExpressLRS are separate firmware layers.
Updating EdgeTX on the Boxer does not by itself change the regulatory domain of the internal ExpressLRS module. Domain selection is part of the ExpressLRS transmitter and receiver firmware configuration.
